Indians who do not have a valid passport have to apply for an emergency certificate at BLS

Indian amnesty-seekers, who do not have a valid passport, have to apply for an emergency certificate (outpass) at BLS branches across the UAE.

The centre in Abu Dhabi (Hamdan Street) will be open from 8am to 10pm with one dedicated desk for amnesty. However, the last token will be issued at 8pm. 

The Al Ain centre will work from 8am to 8pm without a break (currently there is a break from 1pm to 4pm)

Centres in Dubai — Al Khaleej, Deira and KMCC — will operate from 8am to 8pm. The last token will be issued at 6.30pm.

Centres in the Sharjah Indian Association and Ajman Indian Association will operate without a break from 8am to 8pm (currently there is a break from 1pm to 4pm)

Emergency certificates can be collected from the Abu Dhabi centre from 1.30pm to 2.30pm and 6.30pm to 8pm; and Dubai’s Al Khaleej Centre from noon to 1pm and 6.30pm to 8pm.
