സന്ദര്‍ശക, ടൂറിസ്റ്റ് വീസകളില്‍ എത്തുന്നവര്‍ക്ക് ഇനി രാജ്യം വിടാതെ വീസ മാറാമെന്നതാണ് പുതിയ വീസ നിയമം. സന്ദര്‍ശക വീസാ കാലാവധിക്കുശേഷം രാജ്യം വിടാതെ പുതിയ വീസ എടുക്കാനോ പുതുക്കാനോ സാധിക്കുമെന്നതാണ് പ്രത്യേകത. യുഎഇയിലെ സന്ദര്‍ശകര്‍ക്കും സഞ്ചാരികള്‍ക്കും വിധവകള്‍ക്കും വിവാഹമോചിതര്‍ക്കും വിദ്യാര്‍ഥികള്‍ക്കും ഏറെ ആശ്വാസം പകരുന്നതാണ് പുതിയ നിയമം എന്നാണ് വിലയിരുത്തല്‍.
കുടുംബങ്ങളും സന്ദര്‍ശകരും
കുടുംബങ്ങളെയും സന്ദര്‍ശകരെയും ലക്ഷ്യമിട്ടാണ് പുതിയ പരിഷ്‌കാരങ്ങള്‍. ഈ രണ്ട് വിഭാഗത്തിന് ഊന്നല്‍ നല്‍കിയുള്ളതാണ് പ്രഖ്യാപനം. 2018 ഒക്ടോബര്‍ 21 മുതലാണ് പുതിയ പരിഷ്‌കാരം നിലവില്‍ വരിക. വിധവകള്‍ക്കും വിവാഹ മോചനം നേടിയ സ്ത്രീകള്‍ക്കും അവരുടെ മക്കള്‍ക്കും ഒരു വര്‍ഷം താമസ സൗകര്യം നീട്ടിനല്‍കാന്‍ പുതിയ പരിഷ്‌കാരത്തില്‍ വ്യവസ്ഥയുണ്ട്.
ഭര്‍ത്താവ് മരിച്ചവര്‍
ഭര്‍ത്താവ് മരിച്ചാല്‍ ഭാര്യമാര്‍ യുഎഇ വിട്ടുപോകണമെന്ന നിബന്ധന ഒഴിവാക്കി. ഭര്‍ത്താവ് മരിച്ചവര്‍, വിവാഹ മോചനം നേടിയ സ്ത്രീകള്‍, ഇവരുടെ മക്കള്‍ എന്നിവര്‍ക്ക് ഒരുവര്‍ഷം കാലാവധിയുള്ള താമസ വിസ അനുവദിക്കും. ഭര്‍ത്താവ് മരിച്ച ദിവസം-വിവാഹ മോചനം നേടിയ ദിവസം മുതലാണ് കാലാവധി കണക്കാക്കുക. അവര്‍ക്ക് വിസക്ക് അപേക്ഷിക്കാന്‍ സ്പോണ്‍സറുടെ ആവശ്യമില്ല.
ഭര്‍ത്താവ് മരിച്ചാല്‍ ഭാര്യമാര്‍ യുഎഇ വിട്ടുപോകണമെന്ന നിബന്ധന ഒഴിവാക്കി. ഭര്‍ത്താവ് മരിച്ചവര്‍, വിവാഹ മോചനം നേടിയ സ്ത്രീകള്‍, ഇവരുടെ മക്കള്‍ എന്നിവര്‍ക്ക് ഒരുവര്‍ഷം കാലാവധിയുള്ള താമസ വിസ അനുവദിക്കും. ഭര്‍ത്താവ് മരിച്ച ദിവസം-വിവാഹ മോചനം നേടിയ ദിവസം മുതലാണ് കാലാവധി കണക്കാക്കുക. അവര്‍ക്ക് വിസക്ക് അപേക്ഷിക്കാന്‍ സ്പോണ്‍സറുടെ ആവശ്യമില്ല.
എന്തുകൊണ്ട് ഇങ്ങനെ
കുടുംബനാഥന്‍ നഷ്ടമായാല്‍ സ്ത്രീകള്‍ മാനസികമായി തളരാന്‍ സാധ്യതയുണ്ട്. ഈ ഘട്ടത്തില്‍ തിടുക്കത്തില്‍ രാജ്യം വിട്ടുപോകുന്നതും അവര്‍ക്ക് പ്രയാസമാകും. ഈ അവസ്ഥ കണക്കിലെടുത്താണ് വേഗത്തില്‍ തിരിച്ചുപോകേണ്ട എന്ന ഇളവ് വരുന്നത്. ഒരുവര്‍ഷം വരെ തുടര്‍ന്നും അവര്‍ക്ക് യുഎഇയില്‍ തന്നെ താമസിക്കാം.
വിദ്യാര്‍ഥികള്‍ക്ക്
ഗ്രേഡ് 12 പഠനം പൂര്‍ത്തിയാക്കിയ വിദ്യാര്‍ഥികള്‍ക്ക് ഒരു വര്‍ഷം വിസ അനുവദിക്കും. യൂണിവേഴ്സിറ്റി പഠനം പൂര്‍ത്തിയാക്കാന്‍ അവസരം നല്‍കുക എന്ന ലക്ഷ്യത്തോടെയാണിത്. നിലവിലെ വിസ ഒരു വര്‍ഷം കൂടി പുതുക്കി നല്‍കുകയാണ് ചെയ്യുക. വിസ അനുവദിക്കുന്നതിന് നിബന്ധനയുണ്ട്. വിദ്യാര്‍ഥിയുടെ രക്ഷിതാക്കള്‍ക്ക് 5000 ദിര്‍ഹം നിക്ഷേപം ആവശ്യമാണ്.
രേഖകള്‍
ഇത്തരം വിദ്യാര്‍ഥികള്‍ വിസ ലഭ്യമാകണമെങ്കില്‍ പഠനാവശ്യം സൂചിപ്പിക്കുന്ന സാക്ഷ്യപത്രങ്ങളുടെ അറസ്റ്റഡ് പകര്‍പ്പ് കാണിക്കണം. അല്ലെങ്കില്‍ അനുബന്ധമായ മറ്റു രേഖകള്‍ കാണിക്കണം. യുഎഇയില്‍ തുടര്‍ പഠനം ആവശ്യമാണെന്ന രേഖയാണ് സമര്‍പ്പിക്കേണ്ടത്.
ഇത്തരം വിദ്യാര്‍ഥികള്‍ വിസ ലഭ്യമാകണമെങ്കില്‍ പഠനാവശ്യം സൂചിപ്പിക്കുന്ന സാക്ഷ്യപത്രങ്ങളുടെ അറസ്റ്റഡ് പകര്‍പ്പ് കാണിക്കണം. അല്ലെങ്കില്‍ അനുബന്ധമായ മറ്റു രേഖകള്‍ കാണിക്കണം. യുഎഇയില്‍ തുടര്‍ പഠനം ആവശ്യമാണെന്ന രേഖയാണ് സമര്‍പ്പിക്കേണ്ടത്.
വിസിറ്റിങ്-ടൂറിസ്റ്റ് വിസകള്‍ക്ക് ഇളവ്
മൂന്ന് മാസത്തെ വിസിറ്റിങ് വിസയ്ക്കും ഒരുമാസത്തെ ടൂറിസ്റ്റ് വിസയ്ക്കും ഇളവ് നല്‍കി. വിസിറ്റിങ് വിസയുടെ കാലാവധി പൂര്‍ത്തിയായാല്‍ 30 ദിവസം നീട്ടി നല്‍കും. വേണ്ടി വന്നാല്‍ വീണ്ടും 30 ദിവസം നീട്ടി നല്‍കും. അതായത് 30 ദിവസം വീതം രണ്ടുതവണ നീട്ടി നല്‍കും. ഇതിന് പ്രത്യേക അപേക്ഷ സമര്‍പ്പിക്കണം.
വിസിറ്റിങ് വിസാ കാലാവധി കഴിഞ്ഞാല്‍ രാജ്യത്തിന് പുറത്തുപോയി തിരിച്ചുവരണമെന്നതായിരുന്നു ഇതുവരെയുള്ള നിബന്ധന. ഇനി അതുവേണ്ട. യുഎഇയില്‍ നിന്നു തന്നെ പ്രത്യേക അപേക്ഷ സമര്‍പ്പിച്ചാല്‍ മതിയാകും. രണ്ട് ദിവസം 30 ദിവസം വീതം നീട്ടിനല്‍കും. ഓരോ അപേക്ഷക്കും 600 ദിര്‍ഹം ഫീസ് നല്‍കണമെന്നതും ശ്രദ്ധിക്കണം.
