Recruitment of Indian Female Workers (ECR Passport Holders) through E-Migrate

Direct Recruitment for Female Workers

This procedure is applicable for Housemaid and Female Worker who hold ECR passport. The female worker's age should not be less than 30 years.

Step:1
Register Employer in www.emigrate.gov.in (Individual sponsor for housemaid or company for labour). Read more for how to register.

Step:2

Visa Attestation from IVS
When you receive Login ID & password, please visit IVS Global, 201&202, Business Atrium, Oud Metha, Dubai # 04 357 9585 and submit the following documents:

No-relationship Affidavit for maid visa (applicable only for Indian families)
+ Refundable Deposit of Dh9200 for all nationalities (this is applicable for maid and female worker who holds ECR Passport and recruited under company sponsorship).
+ Visa Copy of the Employee/Employer
+ Passport copy of the Employer/ Employee
+ Offer Letter/initial approval obtained from MOHRE/ Or Prepared by the Company in case of Free Zone or Housemaid/Individual prepared by the sponsor with signature.
+ Login ID / Employer Registration Acknowledgement Letter.

Once the visa is attested, an agreement will be generated through eMigrate System and that agreement will be sent to the employee. (Agreement could be generated by Employer himself or the IVS, Global)
The agreement with attested Visa Copy will be sent to the employee in order to get emigration clearances from Protector of Emigrants (POE).

Step:3
3. Protector Of Emigrants (PoE) Clearance
Once the Visa has been attested by the consulate, an Employment Contract will be generated. The Employment Contract can be generated by the Employer by logging into Emigrate System.

Once the contract is generated and sent to the employee, Employer/Employee needs to follow the next process:

+ The Employer or Employee needs to obtain The Pravasi Bhartiya Bima Yojana (PBBY).

+ The PBBY policy has to be obtained from India only through one of the authorized insurance companies. You can find approved insurance agencies through the following link.
www.emigrate.gov.in> PBBY Policy > Purchase PBBY Policy Online > select one of the companies and process. (If required, this service could be obtained from IVS, Global).

+ Once the Policy is obtained, Employee/Employer needs to go for the POE clearance process and follow the below instructions:
www.emigrate.gov.in> Emigrant> Apply for Emigration Clearance for ECR Countries> Employer Registered on eMigrate system.

+ Fill in Emigrant Registration Form details: Passport Details > Visa and Insurance Details > Personal details > Travel details > Contact details > Employment details > Save & Next.

+ Employer/Employee will fill in the required details and then upload the signed Employment Contract, employee's photo and Insurance papers. Once the submission is completed, the systems will generate an application number starting with EN.

+ Once the EN No is obtained, go to the link > Payment >Emigrant Clearance Fee. This fee can be paid online or at SBI branch. This Application then gets posted to selected POE office and the POE office gives the clearance.

+ Then the Employer/Emigrant can download the clearance paper once their application is approved. The status of the same can be tracked under quick links-> Track Application Status.

+ The clearance paper can be downloaded from the link www.emigrate.gov.in >Emigrant > Download Sticker. Enter the Passport No and get clearance paper. The employee now can travel with that document.

Pravasi Bharatiya Bima Yojana, 2017 (PBBY)

The Pravasi Bharatiya Bima Yojana (PBBY) is a mandatory insurance scheme aimed at safeguarding the interests of Indian emigrant workers falling under Emigration Check Required (ECR) category going for overseas employment to ECR countries. The Scheme, initially launched in 2003, has been amended in 2006, 2008 and 2017 with the overarching objective of strengthening the coverage of emigrant workers .
Presently, the scheme provides an insurance cover of Rs. 10 lakhs in case of accidental death/permanent disability at an insurance premium of Rs. 275 and Rs. 375 for a period of two and three years respectively. The revised scheme has also been made compulsory for various professions falling under work categories under Section 2(o) of Emigration Act, 1983 irrespective of the passport categories. PBBY, 2017 also includes global insurance coverage irrespective of employer and location, has facility for online renewal and a simplified process for certification of accidental death/permanent disability. The scheme is now more beneficial for emigrant workers and is aimed at ensuring an expeditious settlement of claims.

Features of PBBY, 2017 are as follows: 

(i) The Insured person shall be covered for a sum of Rs.10.00 lakhs in the event of accidental death or permanent disability leading to loss of employment while in employment abroad, irrespective of change of employer/location of insured person.

(ii) Certification of accidental death or permanent disability by Indian Missions and Posts abroad shall be accepted by the insurance companies.

(iii) Medical insurance cover including injuries / sickness / ailment / diseases available upto Rs.1,00,000/- (up to Rs. 50,000 per hospitalization).

(iv) Repatriation cover for medically unfit/premature termination of employment: Actual one-way economy class air fare to the nearest international airport in India.

(v) Family Hospitalization in India available upto Rs. 50,000/- for Spouse and first two children upto 21 years of age.

(vi) Maternity expenses benefit to women emigrants available upto Rs50,000.

(vii) Reimbursement of return economy class air fare to the nearest international airport to one attendant in case of emigrant’s accidental death or permanent disability.

(viii) Legal expenses on litigation related to emigrant’s overseas employment admissible upto Rs. 45,000/-. (ix) Provision for on-line renewal of PBBY policy.

e-Migrate Online Registration Procedures Emigration Clearance for Blue-collar Indian Workers and Housemaids

Blue-collar Indian workers whose passports have been endorsed as Emigration Check Required (ECR) will be prohibited from travelling overseas if their prospective job offers are unrecognised by the e-Migrate system.

E-Migrate system, which was launched by the Indian government on June 1, 2015, aims to reduce the number of fraudulent job offers in India, particularly targeted at the country's working class.

Located across ten prominent locations in Delhi, Mumbai, Kolkata, Chennai, Hyderabad, Chandigarh, Kochi, Thiruvananthapuram, Jaipur and Rae Bareilly, representatives from POE offices look to certify whether workers' secured job offers and salaries have been verified by the e-migrate system. If the system fails to identify them, these workers will not be allowed to travel abroad.

Housemaids: Individuals sponsoring housemaid should register in e-Migrate system.

How to register companies and Individuals in eMigrate Website?

Go to https://emigrate.gov.in (System to be accessed through Internet Explorer Version 8 and above only.

Following documents are required. For companies:

Request Letter for registration as Foreign Employer duly signed by the Employer. This letter should be printed on company letterhead. 


Trade License copy

Labour Establishment Card copy (Immigration Card copy for Free Zone companies)

Chamber of Commerce Certificate (for commercial license only). If you don't have Chamber Certificate, you can collect it from Dubai Chamber of Commerce office at Baniyas or DED building near Clock Tower.   

Copy of Memorandum of Association (LLC Agreement / Partnership Agreement)

Passport and Emirates ID copy of Sponsor or Manager

Go to the link Apply for Registration under the Menu Employer


Fill in the details, upload required documents and after submission, you will receive an ARN # starting with PT. You will get Foreign Employer Registration Form. Print it, get company seal, signature of authorized signatory and submit at IVS Global Office along with copies of the uploaded documents.

User ID: Within a week, you will receive Employer Registration Acknowledgement Letter with User ID & Password through your registered Email. Click here for the specimen copy of Acknowledgement Letter.

Next Step: Take Employment Visa, Passport copy of proposed employee, License Copy, eMigrate User ID & Password to IVS Global. Fees: Dh130.

IVS staff will upload necessary documents and you will get  Job ID & Job ID Code through your registered email. You will also get a Consulate Attested Contract from IVS and send this contract to the proposed employee/housemaid.

In India: Employee has to take insurance policy and get stamp from Protector of Immigrants on his/her passport. After that he/she can travel.

What is new?


Indian officials will now be able to verify if the job contracts offered to blue-collar Indian workers back home are the same as the employment contract approved by the UAE Ministry of Human Resources and Emiratisation.

Who will benefit?

Blue-collar Indian workers who require an emigration clearance stamp in their passports and approval from Indian authorities to work in the UAE will benefit. About 45 per cent of the over two million Indians working in the UAE are from this category.

What is the benefit?


Workers will not be cheated with discrepancies in wages and other benefits or duped by fake visas or job offers.

New UAE laws protect workers
In 2018, the UAE introduced sweeping rules that guarantee workers' rights. Ministerial Decrees 764, 765 and 766 paved the way for improved labour relations by securing more stable practices governed by regulations that protect workers who are legally sponsored to enter the UAE. The rules ensure greater transparency, clarity and tighter monitoring of labour contract conditions.

The decrees created a new unified, standard labour contract that stipulates a new unified contract which, in addition to the employment offer, the terms of which cannot be altered or substituted unless approved by the ministry.
No clauses can be added to any contract unless compliant with and approved by the labour ministry.
