UAE Travellers required to fill in electronic form to carry controlled medicines

Residents and tourists travelling to the UAE do not need prior approval to carry regular medicines for personal use.

Online registration applies to narcotic-based, psychotropic and controlled medicines and is not mandatory for regular medicines.

The banned list also contains medicines that are not registered in the UAE, herbal medicines that might contain some banned substances, medical devices that might contain banned medication and medicines that have been discontinued in the UAE. 
Other than the list of the medicines and chemical compositions mentioned on the website, all other medicines are deemed ‘regular’ or prescription-only medication (POM). ‘Prescription only medicines (POM) are medical preparations not listed in Schedule IV of Narcotic Law 14 of 1995 of UAE, even if their use is permitted in the country of departure.

Residents and tourists to UAE can carry their POMs without having to seek prior approval, provided they fulfil three prerequisites. These include a doctor’s prescription, a medical report that explains why the individual requires the medication and the quantity of medication is restricted to a duration of not more than three months.

Residents and tourists can log on to the ministry website www.mohap.gov.ae and go to the section entitled ‘individual services’.

Controlled medicine registration service is activated via the creation of a profile on the ministry’s website, followed by the uploading of the required documents, which will be reviewed and approved within one working day by the ministry. The medicines will be checked at the country’s entry ports by a ministry inspector with the cooperation of customs.

The form
The form can be downloaded free of charge from the ministry’s website www.mohap.gov.ae or its App.
Approvals for the medication are provided after submitting documents such as doctor’s prescription, confirmation of a passenger’s duration of stay and passport details among other documents.

In order to carry personal medication, both control and regular medication, it is now mandatory for all passengers entering UAE to get this prior approval from the ministry to carry their prescription-based medication. 

The ministry has created a special law for importing medicines by passengers entering the country. The supervised medicines with a prescription are allowed for one-month entry. Other medicines with a prescription are allowed for three-months entry. Any medicine that does not meet these requirements will be seized at the airport.

Different embassies have been notified about the new UAE health policies, urging them to inform passengers to avoid any suspicious situations at the airport. The passenger should know the law even if the medicine is legal in their country of origin, thereby there will be no excuse for importing medicines without a prescription or categorised as drugs.

Attestation needed
Passengers are advised to check with their country’s health authorities if the medicines have any narcotic or psychotropic substances. The prescription should be attested by the official authorities according to the accredited assets to avoid any sanction.

If any passenger failed to get this prior approval the custom would seize the medication. There is no punitive action. If it is a small quantity of non-narcotic medication, the authorities will decide if they want to allow. In case of other kinds of control medication it will be seized at the port of entry without prior approval.

Dubai Customs App called iDeclare is making the process easy for travellers.

People can use the app to check what they are allowed to bring and what not to bring. What is prohibited and the charges they would be required to pay. 
A number of items need to be declared as per Dubai Customs rules, such as any amount of money exceeding Dh100,000 and gift items exceeding the value of Dh3,000.

The application also features an artificial intelligence tool that allows users to take a picture of each commodity they have and classifies it according to what type of item it is, what it is made of and enters it to the commodity list. 
Once the system has calculated what fee needs to be paid according to the product, a Quick Response Code (QR) will be generated that is supposed to be presented at specifically designated VIP lines at airports.
