Abu Dhabi has opened a rapid coronavirus screening centre for people wanting to enter the emirate.

What is the test?
The rapid screening test, which employs a laser-based technique, was set up at the Ghantoot border check point, Off E11, on July 12.
The test detects inflammation in blood samples within seconds.
By screening individuals, it reduces the number of people needing the RT-PCR test.
If you wish to visit Abu Dhabi, you are required to pre-book an appointment for the test.

How can you enter Abu Dhabi?
Everyone, UAE citizen or resident is allowed to enter the emirate of Abu Dhabi within 48 hours of receiving a negative COVID-19 test result.

You can show the negative test result on the Al Hosn App or a text message from a health authority affiliated with the National Screening Programme.

Who are not allowed to enter Abu Dhabi?
Those transporting mail and goods of all kinds, which was excempted from the need to apply for a permit from the start.
Non-Abu Dhabi based blue-collar workers.

Some exceptions have been announced.
Those with medical appointments for cancer or kidney related treatment.
Children under 12, those requiring certain medical procedures and representatives of government departments have been exempted.
They may apply for a one day Mission permit for a maximum of 14 hours (6am to 8pm)
Front line workers are not excluded from the restriction.

What if I am visiting family outside Abu Dhabi over the weekend?
The decision allows those who wish to leave the emirate to do so and re-enter again. a test may be taken at Seha Screening Centers across the UAE.

I work in Abu Dhabi but live in another emirate - what should I do?
Workers have been advised to manage their work to ensure they have the necessary negative test result to enter the emirate.

How can I get a COVID-19 test every time?
While each test costs Dh370, authorities have advised people to only travel when necessary and get the test to ensure the community's health and safety.
Some categories of people can get free COVID-19 tests in the UAE.

If you do not fall under these categories, you will be required to cover the cost of the test.

Those entering Abu Dhabi need a negative COVID-19 test done, valid for 48 hours.

According to Abu Dhabi Police, visitors with a negative COVID-19 result can also enter the emirate.

However, the test needs to be done at a centre affiliated with the National Screening Programme, and valid for 48 hours.

Where are these centres?
Abu Dhabi Health Company, Seha, is operating screening centers in all emirates.
Seha centres for National Screening programme outside Abu Dhabi have extended their work timings from 10am to 8pm, and will be open on weekends, too.

യുഇഎയില്‍ നിന്ന് കേരളത്തിലേക്ക് വന്നിരുന്ന യാത്രക്കാര്‍ക്ക് ഏര്‍പെടുത്തിയിരുന്ന ആന്റിബോഡി റാപിഡ് ടെസ്റ്റ് നിര്‍ത്തലാക്കി. ജൂലൈ ഒന്ന് മുതല്‍ യുഎഇയില്‍ നിന്ന് കേരളത്തിലേക്ക് പുറപ്പെടുന്ന യാത്രക്കാര്‍ക്ക് റാപിഡ് ടെസ്റ്റ് നടത്തില്ല. പകരം യാത്രക്കാര്‍ പി പി ഇ കിറ്റും എന്‍ 95 മാസ്‌കും ധരിക്കണമെന്ന കേരള സര്‍ക്കാറിന്റെ നിര്‍ദേശം കര്‍ശനമായി നടപ്പാക്കാന്‍ വിമാന കമ്പനികള്‍ക്കും വിമാനത്താളവ അധികൃതര്‍ക്കും യുഎഇ സര്‍ക്കാര്‍ നിര്‍ദേശം നല്‍കി. ചാര്‍ട്ടേഡ് വിമാനങ്ങള്‍ക്കും ഇത് ബാധകമാണ്. ഈ മാസം 26നാണ് റാപിഡ് ടെസ്റ്റ് നിര്‍ത്തലാക്കാന്‍ യുഎഇ തീരുമാനിച്ചത്.

കേരളത്തിലേക്കുള്ള യാത്രക്കാര്‍ക്ക് മാത്രമാണ് യുഎഇയില്‍ റാപിഡ് ടെസ്റ്റ് നടത്തിയിരുന്നത്. റാപിഡ് ടെസ്റ്റില്‍ നെഗറ്റീവ് ഫലം രേഖപ്പെടുത്തുന്നവര്‍ക്ക് മാത്രമേ വിമാനയാത്ര അനുവദിച്ചിരുന്നുള്ളൂ. ഇതിനിടെ, വിദേശത്ത് നിന്ന് എത്തുന്ന യാത്രക്കാര്‍ക്ക് വിമാനത്തില്‍ കയറുന്നതിന് മുമ്പ് ട്രൂനാറ്റ് പരിശോധന നടത്തണമെന്ന് കേരള സര്‍ക്കാര്‍ ആവശ്യപ്പെട്ടിരുന്നു. എന്നാല്‍ ഇത് അപ്രായോഗികമാണെന്ന് കണ്ട് കേന്ദ്രം തള്ളുകയായിരുന്നു.
പെട്ടെന്ന് ഫലം അറിയാനാകും എന്നതാണ് റാപിഡ് ടെസ്റ്റിന്റെ പ്രത്യേകത. റാപിഡ് ടെസ്റ്റ് പോസിറ്റീവാകുന്നവര്‍ക്ക് വിശദമായ പി സി ആർ പരിശോധന നടത്തി ഫലം ഉറപ്പിച്ചിരുന്നു.

അതിനിടെ, യുഎഇയിലെ മറ്റു എമിറേറ്റുകളില്‍ നിന്ന് അബൂദാബി വിമാനത്താവളത്തിലേക്ക് വരുന്ന യാത്രക്കാര്‍ 48 മണിക്കൂറിനുള്ളില്‍ എടുത്ത കൊവിഡ് പരിശോധനാ ഫലം കൈയില്‍ കരുതണമെന്ന് എയര്‍ ഇന്ത്യ എക്‌സ്പ്രസ് അധികൃതര്‍ നിര്‍ദേശിച്ചു.

വിദേശത്തു നിന്ന് ഇന്ത്യയിലേക്കു യാത്ര ആഗ്രഹിക്കുന്നവർ അതാതിടങ്ങളിലെ ഇന്ത്യൻ നയതന്ത്ര കാര്യാലയത്തിൽ രജിസ്റ്റർ ചെയ്യേണ്ടത് നിർബന്ധമാണെന്ന് കേന്ദ്ര വിദേശ കാര്യ മന്ത്രാലയം വ്യക്തമാക്കി.

What is UAE economic substance rule?

How does then the new economic substance regulations apply to you?
Have you set up your company in line with the new UAE economic substance rules? If you have not yet, do it now – because if the looming deadline passes, which is today - June 30, be prepared to pay a hefty fine!
New regulations, which were implemented in the UAE for fiscal years commencing January 1, 2019 and onwards, were announced by the government the last year and encompasses several industries in the country.

Under the new economic substance rules, whatever the type of business you run and area it is based in, your company’s senior management team must be based in the UAE. This means they need to operate from the country on a full-time basis – for the activity that the business is licensed to trade in.

Regardless of the magnitude of your business - if you have a board, this means that meetings need to take place in the UAE. You will also need to be able to demonstrate these have been held on a regular basis – complete with ‘minutes’ to evidence this requirement.

• Employ full-time staff in the UAE
Apart from you being based out of the UAE – which is a given if you’re a sole trader incorporating in the UAE – if your business falls into the government-specified category you’ll need to consider how you’re going to staff your new business.
Another factor that is made clear is that employees need to be physically present - regardless of the type of contract they have with your business.
What about Outsourcing?
Outsourcing some of your work is allowed, but you must be able to clearly prove the reasons behind this and provide a basis of whether the outsourced third party has adequate resources for carrying out the relevant activity.

• Ensure your main income is generated within the UAE
One of the peak prospects of starting a business within the UAE is its exposure internationally and its proximity to Europe, Asia, and the wider Middle East and North Africa (Mena) region.

If you run a free zone business not all your clients can be based locally, that is widely understood. But if not operating a free zone operation, according to the economic substance rules, while not all your clients need to be based out of the country, the actual work should be conducted from within the UAE.
What that means is, your client can be based overseas but your main place of work – and the location where it is carried out – should be the UAE.

Here is an Example
In the case of shipping companies it means activities such as hiring, paying and overseeing crew members and overhauling ships should be conducted by a ‘licensee in the state’ – in other words, someone holding the correct government-issued trade license.

The UAE’s income and corporate tax-free environment brings in varied business types and also an array of services, which is why entrepreneurs setting up shop here have several possible providers and third party suppliers to work with.

Placing this into consideration, the economic substance rules make it a requirement that relevant entities incur an adequate amount of operating expenditure in the UAE.

How to start a Business in Dubai?

Starting a business in Dubai is becoming quicker and easier than ever.

In this article we are going to give you the step-by-step procedure on how to start a business in Dubai.

Department of Economic Development-DED is the concerned authority for licensing a business in Dubai.

Broadly, there are two jurisdictions in Dubai for conducting business: Dubai 'mainland' and more than 20 economic free zones like Jebel Ali Free Zone, Dubai Airport Free Zone.

Mainland and free zones offer different advantages depending on your business type and activities. 

If you choose to conduct business in Dubai mainland, you will need to register with DED, which will issue you a business license.

The first step in the process of issuing a license is determining the activity type which identifies legal form options and parties associated with that activity. There are more than 2,100 business activities​ available in Dubai, which fall into different classes and groups: industrial, commercial, professional and tourism activities.

The license type is associated with the activity type, thus if the activity type of the license is professional, then the license should be professional as well. When the license combines several activities, the largest activity which is the industrial activity is taken into consideration followed by the commercial activity and then the professional one. For example, if a license contained both commercial and professional activities, the type of the license should be commercial since it’s the larger activity (not applicable for ​​tourism activities).

Please note that some of the business activities require approvals from government bodies other than Dubai DED.
Consultations​ (include three types):

DED-related activities:
Business activities of firms that can’t take a limited liability company as a legal form.
Business activities of firms that can take either a sole proprietorship or a civil works company as legal form.
Business owner or director must join AUD program for qualifying directors in consultancy domain.
For the foreign companies interested in the consultations activity, the director must join AUD program for qualifying directors in consultancy domain.

Dubai Municipality-related engineering activities:
Include engineering activities only.
Business activities of firms that can’t take a limited liability company as a legal form.
Business activities of firms that can take either a sole proprietorship or a civil works company as legal form.
Business activities of firms whose parties (owners/ partners/ managers) should be holding a university degree or having an equivalent experience in the required consultation activity.
A local service agent agreement is not required for the engineering activities.
The foreign engineering consultancy offices can open branches without having to appoint a corporate agent.​

Legal consultations activities:
Should receive an approval from Legal Affairs Department before obtaining the initial approval and the trade name from DED.
The foreign legal consultation offices can open branches without having to appoint a corporate agent​.

Remarks:
There are other consultancy activities that are subject to the approval of governmental bodies.
The consultancy activities can have any legal form but only after the approval of the bodies governing the activity.​

General Trading:
Through this activity, all kinds of commercial activities that does not require approval of other bodies can be done in the same place. It doesn’t include activities that require approvals from external bodies unless an NOC is obtained, examples of these activities are: jewelry, magazines and newspapers trade. 
The general trading activity can include all kinds of direct commercial activities if approved by the concerned bodies. For instance, it can include telecommunications trade activity if approved by the Telecomm​unications Regulatory Authority​.
AED 15,000 fees are charged in the following cases:
License issuance.
Changing the activity into a general trade activity.
Upon the license renewal, AED 3,000 are charged per year.

Investment: 
The company can’t have the sole proprietorship legal form.
Branches of different kinds of licenses (professional, commercial, and industrial) can be opened only if they are branches of the parent company.
Any economic activity can’t be performed through this activity; however, other companies’ shares can be owned and branches can be opened. 
The term “group” or “​hol​ding​” can be used in the trade name for this activity.
AED 15,000 fees are charged for the investment activity in its different kinds in the following cases:

License issuance.
Changing the activity into any kind of investment activity.
Upon the license renewal, AED 3,000 are charged per year.

Companies and Institutions Management:
This activity authorizes the management of any company or institution related to one individual only as long as the licenses are not less than 3.
It is not authorized to manage companies and institutions belonging to others.
The term “group” can be u​sed in the trade name such as: “BNB Group”.

​​Only UAE citizens can practice this particular activity.

How to register your Trade name in Dubai?


The trade name should be related to the license type so that clients can't be confused.​
You can apply for a trade name online or through Business in Dubai App (iOS, Android​​)​. You may also visit authorised service centers​, Happiness Lounge, or law firms. Please note that to access online services, you need a user account​.​​
You can make the payment online or by cash.

Remember:
Trade name reservation costs 
A trade name certificate is valid for 6 months and can be renewed with the same fee.
DED has the right to cancel or change a business name if an existing trade name has been found similar to another name.​

The name should not be the same name of one of the brands active in UAE or government projects or brand names.​​​

Family names, tribes' names and other persons' names should not be used as a trade name unless the name belongs to the licensee concerned.
The name should not be the same as used by any of the active brands in the Emirate of Dubai or government projects, or those names used by any of the international brands.

Names should be written literally and not translated, for example: If the Arabic name is السماء العالية it must be written as "Al Samaa Al Aalya"; and if Arabic name is هاي سكاي it must be written as "High Sky").
The name should not include the name of a country or government unless an approval is obtained from the country's respective embassy.

Trademarks:
Trademarks cannot be registered by DED. The Trade Marks Department in the Ministry of the Economy is responsible for receiving, studying and deciding requests of registration of the trade marks. When the client submits a complaint of infringement of a trademark, the intellectual property rights unit at DED will first ensure that the registration certificate of the trademark at the Ministry of Economy is available then take legal action.
A company is entitled to use the trade name of another company granted a franchise after submitting a franchise agreement to DED.

How to get Initial Approval for your Business in Dubai? 

Documents Required for the Initial Approval of all Legal Forms:
  • Business registration and licensing form.
  • Copy of the licensee's passport/ ID.
  • Copy of the applicant's residence permit/ visa (for non- GCC nationals).
  • No Objection Certificate from the applicant's sponsor (for non-GCC nationals) to practice a business activity (Not applicable for partner or investor).
  • Feasibility study of the project (if the company's activity is industrial or manufacturing).
If the company is branch of other emirate or foreign company:
  • The parent company's board resolution to open a branch in Dubai.
  • Letter of authorisation of the managing director.
  • Copy of the parent company's commercial registration certificate.
  • Copy of the parent company's memorandum of association (MOA).
  • Copy of the parent company's license.

Department of Economic Development has started issuing Licenses without office space. So instead of getting a permanent office space which takes a big junk from your budget, you can get an Estidama / Sustainability Contract which is like a virtual office. This is applicable for new companies and for existing companies who want to reduce their Lease cost.

If you want a physical office, the tenancy contract should be registered through EJARI system under RERA. 

You can add a new trade license to the same location taking into account the following conditions:
  • ​The local party of the new license should be the same owner, partner or LSA in the existing license of the desired location.

കോവിഡ് നെഗറ്റീവ് ടെസ്റ്റ് ഹാജരാക്കാത്തവരെ വിമാനത്തിൽ കയറാൻ അനുവദിക്കില്ല. യു.എ.ഇ. ദേശീയ ദുരന്തനിവാരണ അതോറിറ്റിയും ഫെഡറൽ അതോറിറ്റി ഫോർ ഐഡൻറിറ്റി ആൻഡ് സിറ്റിസൺഷിപ്പുമാണ് ഇതുസംബന്ധിച്ച് മാർഗനിർദേശങ്ങൾ പുറത്തിറക്കിയത്. smartservices.ica.gov.ae എന്ന വെബ്‌സൈറ്റിൽ അംഗീകൃത ലബോറട്ടറികളുടെ പട്ടിക ഉൾപ്പെടുത്തിയിട്ടുണ്ട്. ഉടൻതന്നെ കൂടുതൽ രാജ്യങ്ങളെ പട്ടികയിൽ ഉൾപ്പെടുത്തും.

You would need to book an online appointment with BLS at https://blsindiavisa-uae.com/

Which passport services are available?
For Indian passports, the following services are available.
  • Reissue/renewal of passport
  • Newborn passport application
  • Lost or damaged
  • Passport emergency certificate
1. Book an appointment.
Step 1: Select the centre which you wish to visit
Step 2: Select your preferred date, you will be provided with the available time slots. It is advisable to book an appointment well in advance for general centers. Premium lounge services are available on an urgent basis.
Step 3: Provide your personal details, including passport number, phone number and email address.

2. Fill out the online registration form for 'Passport Seva' here: https://portal5.passportindia.gov.in/Online/index.html
You would need to create an account to register.
Once you have the login details, apply for a passport request.
In the Applicant Home page, click on the link "Apply for Ordinary Passport" to file a new application.
Take a print out, as you would need it for your appointment at BLS.
Alternatively, you can get the registration form typed out at a BLS centre for a Dh30 fee.
3. Arrive at the BLS centre 10 minutes before your appointment.
 
Documents required for passport application:
  • Original passport with a copy including residence visa page.
  • Two photographs of 2inch x 2inch.
  • The photograph needs to be of you wearing dark clothes, in front of a white background only. The needs to be no more than three months old. If you do not have the photograph, you can take from BLS. Fee: Dh30.
  • Online registration form
  • Emirates ID copy
Requirement for Application of a minor's passport:
  • The applicant should submit the application in person for identification and both parents have to accompany the child.
  • If parents are divorced, separated or not residing in the same country, the official documentation (divorce or custody papers, additional forms from the Consulate) need to be attached. 
  • Emirates ID copy of the minor and parents.

Medical test required for Dubai visa Renewal

You will now need to get a medical fitness test done.
As of today, this is for Dubai visas only.
You would need to get a medical fitness test done to renew your residence visa.

In Abu Dhabi, only new visa applications require a medical fitness test.

Sharjah visas also do not require a medical fitness test at the moment.

Cost of medical fitness test
The regular application costs Dh320.
For VIP applications, where the results come in four hours, the cost is Dh750.
Once your medical fitness test results are in, you would need to get your visa stamped.

Do I need a COVID-19 test before flying out of UAE?

Depending on which emirate your are flying out of, the requirement may change.

According to NCEMA, passengers travelling out of the UAE need to get a COVID-19 test done 48 hours before travelling.

If you are flying out of Dubai, though, guidelines by Dubai Media Office do not mention the requirement.

The COVID-19 test will only be for passengers arriving at Dubai airports from other destinations.

Guidelines for arrivals in Dubai refer to how passengers would need to get a PCR test upon arrival at Dubai airports.

Tourists have the option of showing a PCR test, valid for 96 hours or carry out a test at Dubai airports.

PCR test must be taken upon your return, with a 14-day quarantine imposed if you test positive.

Guidelines for Dubai residents returning to the UAE
You need an approval from the General Directorate of Residency and Foreigners Affairs (GDRFA) in Dubai.

Visa holders from other emirates would still need to get approvals through the Federal Authority of Identity and Citizenship (ICA) before travelling to the UAE.
Emirates airlines is operating limited passenger flights to carry residents from selected destinations back to Dubai. These are the guidelines issued by the carrier.

You can apply for the GDRFA approval from the Emirates website.

What is the Resident File Number?
When you fill GDRFA form, you will be asked to enter your resident file number which is 15 digit file number mentioned on the visa stamped on your passport.
You will receive an instant response if the application is approved. If not, you can try again later.

Do not book a flight ticket unless you receive the GDRFA approval.
Make sure you have a copy of GDRFA approval email with you when you book Emirates ticket.

You would need to fill in a health declaration form and a quarantine undertaking form as well. Both forms need to be printed, completed and handed over to Dubai Health Authority staff at arrival.

The quarantine undertaking form will only go into effect if you need to undergo quarantine. 

Once you reach Dubai, you will undergo a PCR test at the airport and you are required to stay in quarantine until you receive the test result. If you test positive, you will need to stay in quarantine for 14 days.

If you do not have health insurance, you need to sign an undertaking that you will bear any cost of COVID-19 treatment and quarantine.

Flights from India
According to a circular issued by India's Directorate General of Civil Aviation (GDCA) on June 26, 2020, commercial flights will remain suspended until July 15.
People who had booked flights will be able to use the tickets when flight operations resume.

GoAir will be allowing customers to re-book their tickets within a year.
