Whether your passport is lost or stolen, follow this step-by-step process to get your passport and visa reissued.
If you are in the UAE when you lost your passport, you have to re-apply for a new passport (at your embassy in the UAE) and have your residence visa restamped on your new passport.
Step.1: File a Police Complaint
First report the loss or theft of the passport to the police station nearest to where the incident took place.
Prepare an Arabic complaint letter, or at the Police station, fill in a Lost Passport form and submit with the following documents:
If the person who lost the passport is on company sponsorship, he should submit a letter in Arabic about the lost of the passport.
The letter should be on the sponsoring company's letterhead and should be submitted to the police department of the Emirate where the residence visa was issued.
The sponsoring company should also provide a photocopy of the company's trade license and establishment card.
If the person who lost the passport is on family sponsorship, he needs to submit a signed letter from the sponsor and a photocopy of the sponsor's passport.
Step 2: If passport is lost in Dubai, get the police report stamped from Public Prosecution, Dubai Courts and GDRFA. This is to make sure that the 'lost' passport is not under the custody of Public Prosecution, Court, or GDRFA.
Step 3: Get the Certificate of Lost in Arabic
After these endorsements, you can return the police report to the station from where you received it and they will issue a formal 'Lost Passport Certificate' in Arabic.
If you are from a non-Arabic national, your Embassy/Consulate may ask for English legal translation of the Police Certificate.

Step 4: Apply for a new passport at your embassy.
Based on the formal 'Lost Passport Certificate' you need to approach your country's embassy or consulate in the UAE.
Each Embassy or Consulate would have a specific set of requirements which you would need to check.
Step 5: Get the visa stamped.
When your passport is issued, you have to go back to the GDRFA to stamp your residence visa. Check with Amer Centre/Typing Centre about the application and fees.
GDRFA will issue a residence visa with the same validity period as of the old visa if still valid, or it will issue a new residence visa if the visa expired while you were within the UAE.
