If your Emirates ID was applied using other person's mobile number, you can change it now to your own number. 

You can use ICP mobile App or Website. You can also approach a Typing Centre or Amer Centre for this service.

Fill the information and pay Dh154 through online.

How to change the mobile number registered with your Emirates ID
If your mobile number has changed, or if you wish to update the mobile number registered with your Emirates ID for any other reasons you can change it by following these steps.
Step 1: Enter details of your request
You will be required to fill in the following details:

• Current Nationality – Select your nationality from a dropdown menu.

• Identity Number – this is the Emirates ID number, printed on the front of the card.

• File Number – The file number is printed on your residence visa, which is stamped in your passport. While filling out the form, you will see the file number slots contain the following sections: department; year; service; sequence.

o Under the first category, ‘Department’, you would need to fill in the three digit code that your file number starts with. For example, 101, 201, 301 etc.
o Under ‘Year’, fill in the following four digits of your file number. This is the year that your visa was first issued.

o Under ‘Service’, fill in the first digit of the last part of your file number.

o Under ‘Sequence’ fill in the remaining digits.
• Name (English) – Fill in your name exactly like it is printed on your Emirates ID.
• Name (Arabic) – The system will automatically generate the Arabic version of your name.

• Passport No. – Enter your passport number here.

• Date of Birth – select the exact date from the calendar meu.

• Last Entry Date – this should be the last entry stamp on your passport, for when you entered the borders of the UAE.

• Email – provide your email address here.
• Check the box for your current mobile number, as registered with ICP.

• Enter the new mobile number. You will then receive a one-time password on the new number, which you need to enter into the form.

• Next, add your address details.

• Select the captcha verification and proceed.
Step 2: Review application
The system will then provide the updated details to you, which you need to verify. If you wish to make any changes, you can return to Step 1 to do so. Once you have confirmed the details, proceed to the final step.
Step 3: Make the payment
You will then be redirected to a payment portal, where you would need to make the online payment for the e-service. Currently, the complete charge for updating your details is Dh154.

Once you have made the payment, you will be redirected to the ICP website, where you will receive a notification informing you that the request has been successfully made and your details updated.
Once the mobile number registered to your Emirates ID has been updated, you can then conveniently use all the government smart services that are available to citizens and residents, and which may require you to register using your Emirates ID. For example, with the ongoing vaccination drive, if you wish to register with Dubai Health Authority through their website for a vaccination appointment, you would need a Medical Registration Number or MRN. To get an MRN number, you would need to register online using your Emirates ID, with verification passwords sent on the registered mobile number. Other services, like registering for the UAE Pass or creating an account on a UAE Ministry’s app will, similarly, become easier.

Residency options available to live in the UAE

The UAE has announced several visa options recently, where students, entrepreneurs, working professionals or retirees can get a residence visa and sponsor their families as well.

Students can sponsor their family members

New rule allows expat students to bring and sponsor their families whenever they have the financial capability.

The UAE has become a regional educational hub with more than 77 universities and tens of thousands of students annually.

A student visa of one year is issued to expatriate students who are over 18 years and residing in the UAE and is sponsored by a parent or accredited university. Under the long-term residency scheme or 'gold' visa, outstanding students can apply to get a long-term visa of 5 years.

Virtual Working Programme – live in Dubai, even when your office is outside the UAE

Under the Virtual Working Programme, you may relocate to Dubai (from outside the UAE) and continue working for the organisation you are already working for, remotely.

Who is the Virtual Working Programme for?

It is for people who live and work outside the UAE, start-ups and entrepreneurs who meet the eligibility criteria. If your application to live in Dubai is approved by the UAE’s authorities, you can also bring your family along.

Duration of the virtual working programme

The programme is valid for one year, renewable upon re-application.

How to apply for the programme

Applicants would need to submit the following documents to start the process:

• Passport copy, where the passport is valid for at least six months

• Health insurance with UAE coverage

• Proof of Employment from current employer with a one-year contract validity, a minimum of US$5,000 (Dh18,365) monthly salary, last month’s pay slip and three preceding months’ bank statements.

• For entrepreneurs - proof of ownership of company for one year or more, with average monthly income of US$5,000 (Dh18,365) and last three months’ bank statements.

once the documents are received, a department representative will contact the applicant to take the process further.

Cost - $287 (Dh1,054) per person, along with medical insurance and processing fees.

Retirement visa

Five-year renewable retirement residency visa is available to those above 55 years of age and who meet the eligibility criteria. The visa is available to you, your spouse and your children.

Eligibility criteria

Minimum Age

You must be at least 55 years of age

Health Insurance

You must have valid medical insurance covering the UAE. Find out about health insurance packages created specifically for retirees here

Financial Capacity

The applicant must meet one of the following financial criteria:

1. Property Value: To own a property in the country that is not mortgaged and is worth no less than Dh2 million OR

2. Cash Savings: To have a bank deposit in the UAE of no less than Dh1 million OR

3. Minimum income: To provide a proof that you have a monthly income of no less than Dh20,000 or of an equivalent other currency OR

4. Combination of Property value and Savings: To combine points 1 and 2 so that the sum of the bank deposit and market price of the property value is no less than Dh2 million.

Documents required

Depending on the eligibility route you wish to use, ensure that you have the required supporting evidence attached in your response email.

For example, if you wish to apply using the ‘Property value’ route, you must attach a copy of your property title deed.

If, on the other hand, you prefer to apply based on cash savings, then a letter from the bank stating the value of the deposit is required.

In the case of the third option – minimum income – a bank statement for the past six months and evidence of source of income is required as proof.

If you wish to use the fourth option – Combination of Property value and Savings – then a combination of proofs mentioned above to a minimum sum of Dh2 million is needed.

How to apply?

When your documents are ready, you would need to email them on RetireInDubai@dubaitourism.ae with the following documents:

1. Passport copy of applicant, spouse and children (if applicable).

2. Marriage certificate copy (if sponsoring the spouse)

3. Current copy of visa (If applicant is a resident of UAE)

4. Copy of Emirates IDs of applicant (if applicant is a current resident in UAE)

5. Eligibility evidence copy (as explained above).

6. Copy of a valid Health insurance policy covering UAE (policies for spouse and children if applicable)

7. Current home address (Building number, street number, area, city, country)

8. Mobile number and email address on which you wish to be contacted on.

The application will then be routed to the Dubai Naturalisation and Residency Department (DNRD) for processing.

When can I expect a response?

Once the application is sent, the individual would receive a confirmation on their application status within three working days.

Golden visa - Long-term residence visas in the UAE

In 2019, the UAE implemented a new system for long-term residence visas. The new system enables foreigners to live, work and study in the UAE without the need of a national sponsor and with 100 per cent ownership of their business on the UAE’s mainland. These visas will be issued for 5 or 10 years and will be renewed automatically.

Cabinet Resolution No. 56 of 2018 Regarding the Organisation of Residence Permits for Investors, Entrepreneurs and Professional Talent regulates granting golden visas to:

1. investors

2. entrepreneurs.

3. specialised talents and researchers in various fields of science and knowledge

4. bright students with promising scientific capabilities

Eligibility for a 10-year visa

The following categories are entitled to apply for a 10-year residence visa in the UAE.

a. Investors in public investments of at least Dh10 million.

The investment may take many forms such as:

1. A deposit of at least Dh10 million in an investment fund inside the country

2. Establishing a company in the UAE with a capital of not less than Dh10 million

3. Partnering in an existing or a new company with a share value of not less than Dh10 million

4. Having a total investment of not less than Dh10 million in all areas mentioned, on condition that the investment in sectors other than real estate is not less than 60 per cent of the total investment.

Conditions

Granting a visa is subject to the following conditions:

1. The amount invested must not be loaned.

2. The investment should be retained for at least three years.

3. There should be a financial solvency (the ability of a person, business or organisation to pay their debts and have cash to pay for future needs) up to Dh10 million.

Visa can be extended to include business partners, on the condition that each partner contributes Dh10 million.

The long-term visa can include the spouse and children, as well as one executive director and one advisor.

b. Persons with specialised talents

This includes specialised talents and researchers in the fields of science and knowledge such as doctors, specialists, scientists, inventors, as well as creative individuals in the field of culture and art. The visa advantage extends to the spouse and children. All categories are required to have a valid employment contract in a specialised field of a priority in the UAE.

Conditions

Granting a visa is subject to the following conditions:

1. Scientists must be accredited by Emirates Scientists Council or holders of the Mohammed Bin Rashid Medal for Scientific Excellence.

2. Creative individuals in culture and art must be accredited by Ministry of Culture and Knowledge Development.

3. Inventors must obtain a patent of value, which adds to the UAE's economy. Patents must be approved by Ministry of Economy.

4. Exceptional talents must be documented by patents or a scientific research published in a world-class journal.

5. Executives must be owners of a leading and internationally recognized company or holders of a high academic achievement and position.

Doctors and specialists must meet at least two of the following conditions:

1. a Ph. D. degree from one of the top 500 universities in the world.

2. an award or certificates of appreciation in the field of the applicant’s work

3. contribution to a major scientific research in the respective field of work

4. published articles or scientific books in distinguished publications in the respective field of work

5. membership in an organisation related to the field

6. a Ph. D. degree, in addition to 10-year professional experience in their field

7. specialisation in areas of priority to the UAE.

Eligibility for a five-year visa

The following categories are entitled to apply for a five-year residence visa in the UAE:

1. Investors in a property in the UAE

Granting a visa is subject to the following conditions:

a. The investor must invest in a property of a gross value of not less than Dh5 million.

b. The amount invested in real estate must not be on loan basis.

c. The property must be retained for at least three years.

2. Entrepreneurs

This category includes those having an existing project with a minimum capital of Dh500,000, or those who have the approval of an accredited business incubator in the country.

The entrepreneur is allowed a multi-entry visa for six months, renewable for another six months. The long-term visa includes the spouse and children, a partner and three executives.

3. Outstanding Students

This includes:

1. outstanding students with a minimum grade of 95 per cent in public and private secondary schools

2. university students within and outside the country having a distinction GPA of at least 3.75 upon graduation.

How to get reduced housing fee in Dubai?

Who can amend housing fee?

Any resident paying housing fee has the right to make amendment to the housing fee according to the changes in the rental value of the property. This can be done through online.

Visit http://dm.gov.ae and upload the required documents.

The process has already been there, but the application used to be accepted over the counter at DM service centres. Now, it is available online. You just have to upload all the details and documents including the Ejari and Dewa Bill.

While tenants can modify the housing fee as per the change in their rent, home owners can request for modification if the rental value in the area of their property has changed in Rera’s rental index.

How can you modify housing fee online?

The modification of housing fee is possible for leased and owned residential units by notifying the Municipality of the property’s current rental value. The service to apply for housing fee amendment comes under the ‘Dubai Municipality Fee’ section listed under ‘Individual Services’ on the municipality’s site dm.gov.ae. All details related to the residential unit including the area and number of bedrooms will also have to be furnished for making the modification.

How long does it take for modification?

It takes three working days to process application for modification of housing fees if all the documents submitted are correct.

What is housing fee?

Housing fee in Dubai is a service fee levied on expatriates for all municipal services provided across the emirate. According to Dubai Municipality, it is not a tax but fee for various civic services such as keeping the city clean, reducing the pollution here, ensuring food safety, providing waste management services and recreational facilities like parks as well as burial ground for the community.

The fee is charged based on a local order in effect from 1962. However, Dubai Municipality started strictly implementing the fee for all expats only from 2011.

Who should pay this fee?

All expat tenants and owners of freehold residential properties must pay the fee.

How much should they pay?

The housing fee charged for municipal services in the emirate is equivalent to five per cent of the annual rent or the rental value estimated in the area for owned properties.

Expat owners of freehold residential properties are charged five per cent of rental value of properties with similar dimensions in their areas, as estimated by the Real Estate Regulatory Agency (RERA).

The municipality collects the fee in 12 instalments through the monthly bills of Dubai Electricity and Water Authority (DEWA).

UAE Law: Driving License

In the case of UAE residence visa holders, only a UAE driving licence is accepted. If you are on a tourist visa, you can drive in the UAE on an international driving licence.

However, visitors who hold the nationality and driving licence from the following countries can drive on their home country’s licence:

if you are on a visit to the UAE and holding a valid international driving license, accordingly you can rent a car or drive a car registered to your name or one of your first degree relatives.

2. You must have permission to drive the vehicle

Whether it is a friend or colleague, it is essential that you only drive a vehicle if the owner has provided his or her permission. Article 394 of Federal Penal Code states that a person shall he sentenced to detention for a term not exceeding one year and/or to a fine not in excess of Dh10,000, if they use a car or scooter or the like without permission or approval of its owner.

Does a person's insurance cover accidents if the driver is not the owner of the car?

Normally, yes, as long as you meet certain criteria.

According to the unified policy on automobile insurance, as per the UAE’s Insurance Authority, if my friend is driving my car – as long as he or she has a valid driving licence issued at least over a year ago and the driver is above the age of 25 – any accident claim should be covered in my insurance policy. However, it does have an implication on me as my claim history would be affected.

In cases where the driver is under the age of 25 or the driving licence was issued less than a year ago, you will have to pay an additional 10 per cent payment on the ‘excess amount’. The excess amount is the amount a person pays when they are the liable party in an accident – referred to in insurance terms as an ‘at fault claim’.
